But the whole movie was them working with last years team. They had help the entire movie. Besides there are other ways to work around it. Like the alumni fight one of the resurrected monsters while Gokai-Oh fights the giant Black Cross.

40 minutes of the movie already focused on the Legend War and the giant final battle. The Gokai & Gosei teams were the focus, stealing any more focus on that and they should have just renamed the movie to Legend War.

The name of the movie was Gokaiger Goseiger Super Sentai 199 Heroes Great Battle, in spite of there being no battle with the 199 Heroes, so the title is a lie anyway, even if there are 199 Heroes in the movie.

In any case, the entire Legend War segment, including all the Goseiger-only scenes and epilogue, lasted 8 minutes. Everything else strictly featured the Gokaiger and Goseiger as heroes with everyone else in the background.
 
The film was marketed really badly anyway. It was marketed as THE 35th Anniversary movie yet it was clearly a Gokaiger Vs Goseiger movie. The "35th Anniversary" parts didn't last that long in the movie. It wouldn't have hurt the movie if they cut down on some parts and threw in more stuff involving the other alumni. Like Hidden Masta suggested a battle with them against more revived villains as Gokai/Gosei fight Black Cross King's giant form in their robots.

If they had just marketed it as Gokaiger vs Goseiger, it wouldn't have done nearly as well in the box office. The problem wasn't the marketing, the problem was that they intended this to be the big anniversary movie, but still held back in several ways. The marketing just tried to sell it as well as it could.

Sentai's crew apparently hasn't planned another big anniversary/crossover movie, so it was the big anniversary movie. Super Hero Wars seems to be done mostly by the Rider staff at this point, although, truthfully, we don't have much information, so it might be a misguided impression. In any case, I agree with your suggestions there.

Super Hero Wars might make up for that, but I fear Super Hero Wars will end up similar to most big Rider crossovers as far as returning heroes go - They'll be there and many past heroes from both Sentai and Rider probably will get some decent action scenes at least (although some will be shafted), but we likely won't see nearly as many returning actors as 199 Heroes had.
 
I don't think it's a coincidence that Black Cross King mostly stuck to resurrecting characters from recent shows whose suits would still be in good shooting condition. To bring back a character like Radiguet, Toei would have to manufacture a completely new suit and I just don't think Toei cares that much.
It sucks that Toei goes to hell and back for KR villains but not for Sentai ones.

Exactly! Even if the guest stars got to help n the end, it'd still be the Gokaiger's and Goseiger's movie. They're the STARS after all, so letting the other heroes do a few things wouldn't get in their way.

The movie was already stealing focus from them by making Black Cross King the villain and including the Dyna/Dai/Deka trio, though. It's hard to buy that they're supposed to be the focus when you had extended scenes where no characters from either Goseiger or Gokaiger were present.

I wish they had just let a Zangyack task force be the villains, or had done something so that someone from Gosei or Gokai could have interacted with the trio.

Maybe Alata and Marv could have stayed behind on Earth while the rest of the teams got sucked into the pocket dimension. I don't think it would have made the two of them look bad to hold down the fort with a substitute "team" while their proper allies were off fighting to get home.
