Tangent." He replaced his glasses over his eyes. "It is possible that we could attempt negotiations with these people. There's always something these people want:money, resources, workers. If we could find a way to offer them what they want in exchange for planetary liberation, that could solve our problem. If that fails, then there's always the "storm the cannon and get ourselves killed" option." He laughed weakly. "Besides, they're already breaking the law by owning an orbital cannon. Actually keeping the poulace in line with it makes it worse."
