Gladly , you need to have BOTH a pilot's license and a driver's license to drive thing, keeping those idiots out of the skies and crashing into buildings. Where there were accidents, flying cars will bring about deaths which people literally fall out of the sky in flames and so called "towing" is recovering dead bodies and the smoldering wreckage.

Sounds like they need to develop more into hover-cars and or rely on the magnetic fields of the planet (even artificially generated like mag-lev) .

Synch, exactly what I'm thinking. If they make a stable one which can float after crashing ,the least you can worry about is debris from high. But by then , most of the population will be doing so if he haven't regressed by then.
