Faiz - Pass the Parcel (Belt)?!

Why the hell do some other people get to use the Faiz, Delta and Kaixa drivers when only the default user can use it?! This was expressed in the movie when Keitarou attempted to henshin into Kaixa....¬_¬ Why the hell was Kusaka Delta for a short while?!

There is no default user for the belts, you'll understand better when u watch the series.
