I think they most likely wanted it to be fully nude, but they obviously couldn't do it...it was a frontal shot and Japan has that little issue with full frontal nudity...and people say Americans have nudity issues...our government doesn't require the pixeling out of genitalia in movies! Even in their skin flicks! Doesn't that defeat the purpose?
Liveman had nudity, though. Unfortunately (for the male viewers), it was Yutaka Hirose's ass...
