No, there's just a line in All Riders Vs Dai-Shocker about how Diend has the ability to go to others worlds, but they don't really explain why he has that power.

Really, if you think about it, not even Tsukasa's sister had a proper reason for that power. She got the power just because she was depressed and wanted to see outside according to the movie. It seems to be just a random natural power.
