Dazzler in a new one shot

I been a Dazzler fan in the past so I think I'll give this a shot. I was hoping for a 5 issue mini-series or something. Dazzler's got a lot of baggage I don't think a one-shot can contain it.

If it's a one-shot, then why is it being called Dazzler #1? Are they maybe prepping for an ongoing series?

They always give one shots a #1 for some reason. Cloak and Dagger have a one shot out this week and Firestar's getting one before her new ongoing title, Young Allies starts.
