Can You Re-Download DLC and Arcade games?

My Xbox 360 HDD got wiped or something and it doesn't work anymore. If I get a new one can I re-download all the DLC and Arcade games I had on my old HDD without having to buy everything again?

Yes, you should be able to with no problems. However, if you ever get a different console you'll have to do a "License Transfer".
