Well Godzilla is fickle since you could call it Kaiju movies and not count it under our definition of Toku that we use around here.

Tokusatsu means "special effects," and not "superheroes." Tokusatsu is a medium, not a genre. Daikaijuu eiga, like superheroes, is just one genre in the tokusatsu medium, and thus, Godzilla is tokusatsu.
