Well before I can recommend anything I have to know what the mother deems as safe for her daughter.
But for a generalization on her age group I'd recommend the following depending on the genre
Action/Adventure: One Piece, Shaman King, Shonen Jump stuff in general, Fushigi Yugi (Romance flare as well), Blue Dragon, Medabots, Hajime No Ippo (slice of life also)
Comedy: Ranma 1/2, Ouran Host Club, Axis Powers Hetalia
Slice of Life: Kino's Journey, Mushishi, Prince of Tennis
Romance: Fruits Basket
Oh and most of the Miyazaki movies of course.
