are there any play-n-trade's in your area?
the owner of the one here in stockton buys import games (sometimes) and had a couple in stock. i've never actually made use of this service, but at one point they did have a kiosk in the mall selling imports. i've asked the gamestop people here and that's the store they directed me to as well. you may want to just call your nearest gamestop and ask them directly

they're friendly people most of the time.

most of my import games i get from playasia or yesasia when i order online, and when i'm at home i go to toys 'n joys and buy my imports there ^^
however... since u're trying to avoid import costs, may i ask what u're trying to avoid? is it the shipping costs? keep in mind that all places are going to have a certain mark up on their products because they themselves have to import it. it may be slightly cheaper to buy on your own, it may not be. you would have to research it.
