Updated again with another obscure, lost silent film from the 30's called "Wasei King Kong." Not 'King Kong Appears in Edo' but a different film. Lost due to the bombings. This photo could be from it..

If anyone is paying attention, there is also rumors that a THIRD Japanese Kong Film may have existed called 'King Kong Zenkouhen.'
