I think this (and the Gao Blue being in Maskman thing) is just one of those crazy rumors...
The Japanese Wikipedia, which I think is just a bit more reliable in this area, doesn't mention it. (But it does mention that Mikami auditioned for Kamen Rider Faiz...which is weird to think about.) Seems like Mikami only started acting in 2000, I don't think he was a kid actor.
Off the top of my head, the only heroes I can think of who made appearances in a tokusatsu when they were kids was Yuuki Kuroda/Kamen Rider Glaive (who was in an early Turboranger episode), Hidenori Tokuyama/Kick Hopper/Go-on Gold (who was in a B-Fighter Kabuto).

Not the only one. The more bad-ass Keiichi Wada has appeared in the big four -- sentai (Dairanger's Ryou & GoGoFive's Jiiku), Rider (the Ryuki special, as Ryuki #1), metal hero (guest spots in Blue Swat and B-Fighter), and an Ultraman series (guest spot in Dyna). And he one-ups Tokuyama when it comes to misc. shows, since Wada popped up in all sorts of junk ranging from Voicelugger to Wecker D-02 to Tomica Hero Rescue Force.
There's also Kazuoki Takahashi -- sentai (Changeman's Shou/Change Griffen; guest-starred in a Flashman), Rider (guest-starred in two Kiva episodes), metal heroes (a regular in Metalder and Janperson; guest-starred in Jiraiya), and Ultraman (appeared in a couple of the Ultraseven 1999 features).
Those two guys beat Tokuyama, IMO. There's probably a couple of others, too.
