Sorry for the disappearing act. Things have been getting in the way of me writing a bit. I got enough in my brain to put together a prototype chapter. That aught to give you a better idea of what i had in mind when i came up game. As well as help you figure out what you wanna do with him in your fic.

Hotel wars Interesting. I could see that working pretty well. Especially sense the hotels are owned by different and likely rival companies. But even that is only relevant if you want it to be . This is fiction after all

Anyhow I got another idea for a villian. It's tied to the 666 thing i mentioned before. It would be a demon Who was at some point long ago bound to the area that eventually became the Vegas strip. Over the years It's regained enough control of it's power to produce gateway's through demonic symbols (specifically instances of 666) Once summoned the monsters will basically run amuck. The demon does this in hopes that the monsters will destroy whatever it is binding it to that stretch of land. The strength of the monster summoned could be proportioned to the symbol through which it was summoned (and possibly what item it's bound to.. if you decide to go that route)

As far as henchmen goes. There was one idea i planed to use to explain random encounters in a video game. Instances of the number 666 (known by some as the number of the beast) appearing in some digital form (like on a computer, or a calculator etc) Would either act as a medium for some sort of supernatural force to manifest in our world or produce a gateway for them. I think this concept could work if the big bad we're dealing with is supernatural in nature. (or if we're dealing with a human capable of taping into these supernatural elements at will) I guess from here theres two directions we could go in. What comes out of the portals or manifests are the henchmen and with time they can eventually evolve into a bigger monster (the monster of the week if you will, sorta like the worms in kabuto). Or it could be that the monster manifests and is able to generate the henchmen from there.

So in making this message I learned that I"m limited to 1000 characters so this message will be a two parter and slightly out of order

thats kinda tough. I played with the idea of using Loki (norse god of mischief) or maybe some sort of avatar for him as the main villain. But that concept was never really developed.

I"m kinda curious though. Did you have anything in mind for the villians and or footsoldiers?
