Even if Kabuto wasn't that strong, the fact is his speed allows him the first-hit advantage. Any fighter pilot worht his salt knows this by heart: if you're faster than your enemy, you can dictate the rules of the fight. I.E. you can hit him first, beat him first, or you can run away if necessary. Whoever dictates the pace and tempo of the fight has the advantage, if not the potential to win it outright.
