Who the hell is this guy? (Super Hero Taisen)

So I was looking at magazine scans of Super Hero Taisen and spotted this which looks like some sort of Ranger/Rider hybrid. Does any one know who he is?

 

[Aoi Kurenai]

He's a local hero - an image character created for a city. They're all over the place in Japan and often get their own little stage shows and stuff.

 

[Glamador]

Heh, some places just claim existing characters though. Glam visited a town near that famous giant Shinto shrine that had Detective Conan as their mascot. There was a statue 'n stuff.

He was probably created there or something though.

 

[Solari]

Ohh, I know there's some place in Japan full of Gegege no Kitaro statues. Saw a variety show on youtube.
