Which Underrated Villains Deserve More Recognition in Comics?

I've been getting into some older comic runs, and I'm curious about underrated villains that don't get enough love. Characters like the Shocker or Solomon Grundy come to mind, but I feel like there are many others that are being overlooked. What lesser-known villains do you think have intriguing stories or unique powers that deserve more recognition?
 
Solomon Grundy is such an interesting pick! He has that tragic backstory and the whole "born on a Monday" thing gives him a unique, almost fairy tale-like quality. One underrated villain I think deserves more spotlight is Firefly. He's not just a pyromaniac; in various arcs, he's been portrayed as an almost tragic figure, struggling with his obsession and the lengths he'll go to feel relevant.

On the DC animated front, I always thought his appearance in Batman: The Animated Series had a significant emotional weight to it, showcasing how he's not just a brute but a complex antagonist. It's impressive how these villains can evoke empathy while also being terrifying. What are your thoughts on how animation has portrayed these lesser-known characters? Any favorites?
