Depends on the type of movie and game. But if you just wanna talk about movies in general rather than only big fancy Hollywood productions I'd say its easier to make a film than a video game. Since all you need is a quality camera and some actors to go shoot an indie film.
If you wanna talk producers well as long as you have a stream of cash its fairly easy to produce a film or game. Since they just fund the project.
