Ok, I was thinking about going to a cosplay con sometime next year as V from V for Vendetta. But is there like a rule on what I can wear custom wise? Does the custom have to be something based on Japan media or video games?

Nah, people wear also sorts of costumes, including original ones. Whatever you do with you costume, make sure it has pockets hidden somewhere! And check the weapons rules and so forth well before hand. Many cons do not allow live metal anymore, due to certain idiots swinging them around and cutting themselves/others.
