Well that's not a rumor if you watched episode 5 you see a Kantou Prefecture shift list showing a list of names which included Hibiki and there was a name drop of Zanki in the ep. However the actual planned appearance of these riders is hard to say.

Don't know his name but i've seen TONS of his artwork that are very good.

He made another fanmade hibiki rider witht he same colors as Ibuki's and his instrument was a traditional japanese instrument of some sort. TRUST ME THIS IS FAN-MADE.

Plus, you can tell its fanmade by looking at the coloring...
