It's region locked. There was a boot disc you could buy for awhile, but it only works on Wii's with version 3.2 or lower firmware.

No mod chip is needed though, all you need is:

Easiest mod I've ever done. I can't really update my Wii's firmware ever again... but considering I haven't touched it in the last 6 months, I'm not that broken up over it.
