Where did you read that SO4 is a timed exclusive? I know that last Remnant is, but no one has said that about SO4 publicly or on any site to my knowledge. I also find it really silly that some people are bitching that it is on the 360. The same people saying how this game and Vesperia are "going to suck", are the exact same people that were singing both games praises when they thought both games were going to be on the PS3. Why is it "too good" or to bad" that it's on the 360. I am just dying for some one to explain this.

When asked whether the title would see release on the PlayStation 3, Square Enix producer Yoshinori Yamagishi replied "We can say that it will be released first [on the Xbox 360]. Whether we'll release it on the PS3 is undecided. We may release it, we may not."[1]

So, it sounds like Microsoft purchased a timed exclusive here in order to try and wrack up some Japanese support. And they're not saying anything 'til that time is up. Once it is, it'll go to the PS3, cuz in Japan that's where the biggest fanbase is and where they can make most of their money.
