The early Heisei movies often had cameos from the actors of previous years, due to the way they tried to avoid actual crossovers between series back then. It's not like the Heisei actors from past years returned in those movies playing their own characters either.
Yes, but he's the very first Rider. Imagine Naoya Makoto doing a random cameo, instead of playing Tsuyoshi. Well, maybe that's just me, but to have the presence of that actor, and not take advantage of it by returning the character seems like such a wasted opportunity I have to wonder why would they do that.
And it's not like they hated crossovers, that same year brought a movie with Sentai alumni reprising their roles instead of playing someone else.

Well, Agito was in 2001, and 2001 was the 30th anniversary of Kamen Rider, so maybe that's why
That's another reason why it seems weird to me.

Toei has used Makoto in a G4-like pointless cameo before -- he had a small role in the Abaranger movie. It always made me scratch my head that they'd use him in just one scene as the random old man who reads kid Asuka a story, and not make him, you know, some kind of cool old Ryujin warrior or something.

I understand that the Heisei Rider shows were originally trying to stand on their own, so they didn't think an actual appearance by Hongo would work, but...come up with something better for your cameo! Fujioka/Hongo/Rider 1 is SO identifiable with the franchise that that whole scene just stuck out.

Sentai and Rider had different producers and, especially in those days, handled themselves very differently. Yes, Sentai had crossovers, but it took until Kiva/Den-O, almost 8 years later, for a Heisei Rider crossover outside of a hyper battle video or stage shows.

He actually had the Cyclone from The First in that scene, so it's more like a character cameo than just an actor cameo.
 
The Sentai team have the whole continuity thing down pat. Showa Kamen Rider was obviously all the same universe, but Heisei Rider has been kind of sketchy on those details.

I never get the people who say things like that and then complain about current continuity in the Heisei Riders.

Movies like Magiranger vs Dekaranger, Go-onger vs Gekiranger and even Goseiger vs Shinkenger can't fit at any point of the tv shows of the later teams in each crossover. For the earlier movies, you could dismiss them as just being "for fun" and are only continuity for Gokaiger, but then Goseiger does the oddity of acknowledging the Legend War in "The Last Epic", even though Goseiger vs Shinkenger can't fit into Goseiger's own timeline.

It's no different from the OOO movies made during the show not fitting into the tv series, but then some events from those movies getting acknowledged in later productions. Yet, there's this big atittude that Sentai has no continuity problems and everything is streamlined or that Gokaiger solved continuity problems, even though it did nothing like that.
