The first Angel attack, Second Impact, was 16 years ago in 2000AD, meaning that if his parents were killed in an 'Angel Attack,' then he would never have been born in the first place. Also, if you want to be an EVA pilot you need to have some kind of connection to NERV and EVA in general. Plus the EVA pilots attend 'Tokyo-3 Junior High School,' and more specifically, class 2-A. The EVA pilots in general were born around the time of Second Impact, so they are all 15-16 years old.
