It's Judgement Time!
In the end Lothor was the bigger evil genius. Lord Zedd failed in all his attempts. Lord Zedd claimed to be an emperor but one measely ranger was able to take him on. He wasnt that powerful. He had a powerful presence but he couldnt back up his bark.
Lothor actually used his personality to gather an army willing to follow him. He had that charisma about him that demanded loyalty. He as able to gather a powerful army for teh sole purpose of vengeance on his brother. And in the end, it was discovered why Lothor never cared too much when his monsters were destroyed. HE WON EITHER WAY. If the monster defeated the rangers, he won. If they lost he still won because their evil energy fueld the Abyss of Evil. He KNEW that if all his army fell at the hands of the rangers he would have enough energy to summon them out of the abyss all at once and lead them all on a massive attack. Lothor was actually a THREAT to the rangers as most of the rangers couldnt take him on. He was always too strong and too poweful. He really trashed their base when he finally got in there.
In the end Lothor accomplished more in his short time as a villain. Lord Zedd hardly accomplished a damn thing in his 3 seasons of mischief.
