well, you were one of the three guys who really got this thing going with me, so I only found it fair to make you a co-mod, along with those other two
 
I've Got A Question does some of the rider the people picked has limitations to their power and arsenal(like do they have to level up get their abilities,weapons,forms,etc)

I Was looking through the rider abilities and weapons I'd thought that decade would be best because he was more useful in some situations and problems if they arise(like if i encouter an undead i would use decade's ability to transform into other riders)

no, not really, there's nothing plot-wise that would limit them from what they already have(against the odds they have, they need all the power they can get), though dangerous powers may be limited in-story by protocol
 

stuff like that is actually good thinking because this is essentially a war, and the riders need to be able to use their best tactics to succeed
