They are real. I always thought that maybe Joker enhances Double's physical potential enough to allow Raito to hold Fang's power.

So then with out Joker the other half of W can not keep up with Fang? That's one reason. But they never said they don't not or don't not not exist....

They might in theory, but we should go with practice and theorize from there.
 
I think Accel also was one of the more powerful memories. It was rumored to strengthen Double more that CJX.
 
I realized something about this upcoming Kamen Rider...What if his name is not "Birth" but actually "BBB"? If that's the case, he could be twice as strong as OOO.
