Blade and 555 at least also have English dubs (via CN SEA/Singapore). I doubt you'll find a DVD of that anywhere, though.

Also, with most good players (like MPC-HC), you don't have to edit the video file. Just make sure the video file and the .ass file has the same filename (but keep the extension), and play the video with auto-loading subtitles.

I can't get Virtualdub to work , but a COMPLETE list of Kamen Rider languages would be cool , and a video showing that .
