Between Gramps as Dark Ghost somehow being more frail than Gramps in his gamma form, Necrom Pink being literally useless, and Kanon being able to just... Gently punch the minions to death, I find it hard to believe Mugen is actually THAT overpowered. It's probably just the villains that are actually underpowered.
