Japanese only Tokusatsu?

I want to know are Japanese the only ones aloud to be stuntman for Tokusatsu?

Because i heard that the way Tokusatsu do their stunts have to do with Kabuki and so only Japanese people are only alowed to be tokusatsu stuntmen.

Plz correct me if im wrong.

I'm not sure where in the world you heard that, but I'm fairly certain that the companies prefer Japanese stuntmen on the basis that they are the most available to them.
