I think it's both. Yeah, Tsukasa and Marvelous both drive the plot, but from what I heard and saw, the Go-Busters and Fourze take out the bad guys and are fairly involved.

Based on the reports and scenes from various sources, the Go-Busters and Fourze completely disappear from the movie between the Go-Busters vs Decade and Fourze vs Gokaired battles and the final battle.

They do take out some villains in the final battle, but so do Black, Maskman, Go-onger, Ryuki, Blade and others that had little relevance to the movie.
