who and what is G3 mild from kamen rider agito

He is Takahiro Omuro, one of Hikawa/G3's team mates. And the G3-Mild suit only appears in the Agito Special, "Kamen Rider Agito Special: Another New Henshin". It's suppose to be a hybrid of G3 and G3-X. Not sure though since that's the only KR special I haven't seen yet.

It's actually a prototype for a "mass production" style G3 suit that anyone can use... so Omuro, the perennial comic relief loser with dreams of being a hero, puts it on when G3 finds himself in a pinch.

...naturally, he gets his ass handed to him almost immediately, but ends up saving the day by removing the power unit from his own suit and juicing up Hikawa's depleted G3s suit.

Not really-- G4 was supposed to be a highly effective Unknown-killing machine powered by psychic energy, and it was eventually fatal to the wearer. G3 Mild was envisioned as a mass-production version of G3, weaker than G3, but that anyone could use and that there could eventually be entire squadrons of.
