Yeah this is from "Konjiki no Gash Bell!!" I raved about this show when I first joined the board. The series ended at about 150 eps. Partly due to the author injuring his hand so the anime ran out of story to follow. The manga is still running in Shounen Sunday under the title "Konjiki no Gash!!" The character singing the song is a famous Italian hero/singer that is chased by women. He's the book user of Canchome whose power is to transform into things. Canchome was always looked upon as a weak character but managed to stay in the series despite his weak abilities, which are often used as comic relief.
