Can Anyone Please Help Identify This Toy?

A friend of mine sent me this photo, hoping I could help her identify why the little dude is. I had no idea, and neither did any of the people she works with. This is strange, because they all work at Toy Tokyo.

Any help would be greatly appreciated.
