Hard call, but I've got to go with Kikuchi on the strength of the Rider series alone. There's so much to love.

Fuyuki's a close second, he changed Ultraman music forever and Seven has one of the best soundtracks of all time.

I also like Tomita Isao, even though Tokusatsu isn't the first thing he's famous for.
