I heard that silver and gold are popular colors in Japan so thats why, the sixth rangers are usually those colors and/or a combo with blue mixed in.

Popularity does not mean it needs to be done every series though.

Popularity plus the majority of the audience only watching for a couple of seasons before moving on, so they don't get bored of the same colors being reused.

Toei didn't do anything. Ranger designs, even down to selecting colors, are all done by Bandai.

You sure? I feel like the suits are only thing Toei designs and the rest is all PLEX/Bandai.

One thing is for certain: they aren't going to explain what the deal is with Kaito ?

They might. The finale was decent. Not the greatest finale ever, but no where near bad. There were just too many plots to resolve and ultimately, Marasume felt rather pointless in the long run.
