It seems as though the Counter-Strike: Global Offensive beta will be available sometime tomorrow to go along with the beta update.
After looking at an email sent to him by a podcaster named Mitch on April 16th, Gabe Newell replied with good news about CS: GO’s beta SDK.

W’re talking to MLG already (Mike Dunkle on our side).
We expect a lot of community favorite maps will appear through the CS: Go version of the workshop.[/quote]
While Gabe didn’t give a precise date, it is assumed through logic that, yeah, the beta would go up with the update.
