Wakko Warner is the middle sibling of the Warner trio in Animaniacs. Jess Harnell voices the character using a Liverpool-inspired accent reminiscent of Ringo Starr. Wakko serves as the physical comedian of the group, favoring slapstick and sight gags over his older brother's verbal wit.

His most distinctive visual feature is a red baseball cap worn backward on his head. He is the only Warner sibling who wears a shirt, a blue turtleneck sweater. These design choices give him a distinct silhouette that reads clearly in animation. His tongue frequently hangs out of his mouth, reinforcing his role as the least restrained of the three.

Wakko possesses an apparently limitless appetite. He eats anything and everything, regardless of whether the object in question qualifies as food. His comedy often targets bodily functions and gross-out humor. The character belches, makes strange noises, and engages in behavior that his more sophisticated siblings avoid. This gives the trio a range of comedic registers within any given scene. Yakko handles the clever jokes, Dot delivers the cute ones, and Wakko covers everything physical and absurd.

Despite his role as the least verbal sibling, Wakko occasionally reveals unexpected depth. Several episodes show him as the most emotionally sensitive of the three Warners. He forms attachments to people and objects more readily than Yakko or Dot. When the siblings face genuine danger or sadness, Wakko's reactions often ground the emotional stakes of a scene.

Jess Harnell's vocal performance balances silliness with genuine warmth. The Liverpool accent was Harnell's own contribution during auditions. Tom Ruegger approved it immediately, feeling it gave the character a distinctive identity separate from his siblings. Harnell reprised the role for all three seasons of the Hulu revival.
