During the first half of Turbo Skull was a monkey. I don't think Skull was a student during Zeo as he and and Bulk were both already in the Police Academy during that time.

Remember that Bulk and Skull never graduated. There's a multitude of reasons how it could have happened. Skull could have boned some chick at a concert one night and not have heard from her in Years. Maybe he found out during Lost Galaxy when Bulk was away.

Who knows, maybe Skull is a deadbeat and Bulk is taking care of his best friends son because Skull won't.
