I think HJU should be represented by Yoake no Keiji Deka Break simply because he embodies the Super Sentai spirit of Justice. Justice is all over his head and he thinks about justice even if his new partner is Jasmine. After all, he doesn't want to disappoint his sempai Banban-san (Deka Red), who is so addicted to the concept of justice that he even created a roll call phrase ("Seigi wa kanarazu katsu! Deka Reddo!"/ "Justice will definitely prevail! Deka Red!") right in front of Tetsu (Deka Break). And that happened during a time when Tetsu's delicious chief Lisa Tiger was hot on taking back his "degraded" student Tetsu, who wears a golden badge but works like those normal badges in SPD. However, Ban did a good job in instilling justice and brave emotions upon the delicate mind of his kohai Deka Break. In addition, the colors of HJU almost corresponds to the blue and gold accents in Deka Break's white suit. I think HJU was also established during the time when Dekaranger was still airing and we all know that they are the sentai who always talk about justice, judgment time, and of course, police power. The PR fans of HJU will also like Deka Break because his PR counterpart the Omega Ranger is featured as a playable character and a lone special guardian in the Power Rangers Super Legends game. A close second would be Mahou Sentai Magiranger, the best and most powerful sentai which includes Legends and Magicians of Justice at that.
Kamen Rider Black may be considered as the best Kamen Rider to represent HJU since he is the Hero of Justice and the Warrior of Freedom. As for the villains, I think Rio-sama, along with Mere, should be considered as HJU's best representative villains since they both believed in the way of justice by undergoing the kendan (fist judgment) and atoning for their misdeeds during the latter part of the Gekiranger series. They can also play heroic roles for justice and honor's sake. Of course, their path to justice was long and hard but they did came through to become the greatest pair of sentai villains since Nagare Boma Yamimaru and Kirika.
I think Japan Hero should be represented by all of the Japanese heroes including those who died during World War 2 (they'll surely be happy if Battle Japan and Super Sentai had existed back then) although I'll still pick Kamen Rider Black for them since he's the best of them all. Plus, he holds within him the Stone of the Sun as well as being the Child of the Sun when he became Kamen Rider Black RX. Rangerboard and Rangertalk can have all the Power Rangers and I think nobody will care anyway.
