I watched the making of feature on the disc, thy claimed they wanted to narrow down the cast to who they considered was essential to Hulk's story.

They brought Bill in to fill the role the Silver Surfer had in the miniseries. I don't get why, though...

Again it was explained in the making of feature, they couldn't use Surfer for legal reasons, probably because somebody else had the rights to the character, and Beta Ray Bill fit it with Korg's(?) Thor flashback

That has to be about the most random cameo I have ever seen.
