During the late 90's, I saw this Japanese film on the WOWOW channel. The movie starts with a family having some time together until a civil defense siren sounds and they have to evacuate the seaside town. As they are running, some of the people are looking up in shock and terror but we never get to see what it is that they saw.
I can't remember much after that but there was a scene where they were watching the news on TV showing a map detailing the monster's advancement towards what I assume to be Tokyo.
At the end, the family from the film's beginning make a paper effigy of the monster, which looks eerily like Godzilla, and push it out to sea.
