In universe, I don't think it's meant to be a suit.

When someone with a port tattoo (I know that's not the proper name) uses a Gaia Memory they physically change into a Dopant. But using the Memories seems to be both addictive and gradually sends you insane.

IIRC the belts are meant to be a filter that removes those mental side-effects, at the cost of not being able to use the full power of the Memory. A Maximum Drive is where they briefly remove the filter in order to use the Memory's full strength. The W Driver uses two Memories to compensate for the loss of power from the filtering.

So I guess W's "suit" is Shotaro's transformed skin?

I think its more like what shotaro wearing that transformed to rider suit. Skull release his hat before transforming and still hold his hat intact, while Shotaro not and lose his hat. They showing naked too when doing inner dialog.
Sometimes when rider get serious damage and de-transform, they get wound but their clothes unscathed.
Hibiki is only one who transforming his own skin when become rider.
