I saw this at Lunacon way back in 1994! This is Shin'ya Takeshita's 12-minute 8mm 1991 masterpiece, Takeshita Performance 2: Godzilla Vs. Mito Koumon! Just one guy, Takeshita himself, acting out all of the characters and monsters in a picnic field! He also does all of the music and sound effects vocally! Tokusatsu fans will absolutely love this (and guess the references and stuff)!
You can watch it on YouTube, in two parts!
