Why is the ToQGer ending song not on the Blu-Rays?

Is there a reason as to why the ToQGer ending theme is not on any of the fansubs for the Blu-Rays?

IIRC the ending was taken off the Blu-Rays because of something to do with the train footage. Like they had the rights / permission to show footage from some lines on TV but not on home video, so they just cut off the endings rather than go through and re-edit them.

I forget if that was ever confirmed or just speculation though.

That makes no sense to me. Why would they not be able to release something they made on video? Nevertheless, why not just remove the train scenes from the ending dance or whatever they did? There is no reason to George Lucas the ending song when it existed.
