Who makes these power levels anyway? It's like in Dragon Ball Z. Vegeta destroys planets like nothing when he first appears and then the characters all like 10,000,000 times stronger than he was back then but they don't destroy worlds by flexing their muscles. :eyebrow:

Ultraman King decides all power levels for everything. Toriyama couldn't make Goku over 9,000 until he had permission from Ultraman King.

Quite true actually. If anyone remembers than in Decade, Kabuto's world, Decade-Kuuga is able to sense a worm coming at him in Clock Up mode when he's in Pegasus Form. I think this also applies for Hyper Clock Up because it merely reverts back time to a certain point before things happen and since Pegasus form can sense things before they actually do happen to him, I think it's rather logical Kuuga pwns Kabuto.

And on a side note, the Rider with the strongest will power has got to be Godai Yuusuke. To die and get up again and to even charge back to the fight. That's nothing any other Rider ever did. Except Gills, except Gills was revived and never came back by his own will power.
