As with any Sentai movie, it's just going to be a glorified episode.
Toei rarely puts any effort in making them unique for some reason.
It also doesn't help that the run time for these are usually 30 minutes.

And a typical episode goes for about 20-25 minutes, so this "movie" is just a glorified episode essentially. Toei just did this one as a filler for the Fourze movie, so both can have enough running time to qualify for the movie theatre, though.

Actually, it's to allow them to later release a DC version of the Rider movie separately from the initial 1 hour long one. They basically sell the same movie twice thanks to that stunt.
