Thread Renaming Help?

How exactly does thread renaming work on HJU, is it open for the thread creator to do freely or can only Mods/Admins do it?

I would like to rename this thread of mine here to "The Prisoner (Be Seeing You 2009 Edition)" for example but can't seem to find a control that allow me to do that, only those for the post itself.

Could someone please help me out or at least change the thread name for me?

I believe it's mods and admin only. I too need help renaming a thread that I just goofed and it looks completely idiotic.
