At first I didn't either, but then I went back and watched the first episode, and it's how he looks for most of the episode.

There's a handful of base bodies that most Figuarts share. The Tiger & Bunny molds had to be built from the ground-up. Hence all the recolors they're getting, just Bandai trying to get their money's worth out of them.
