Hmmm... I always felt those Riders in Negaworld were menacing enough for the use of the Complete Form, but you have to realize that the short span of the series made it seem the upgrade comes out of nowhere for such a short build-up, but that's how it is with only around 30+ episodes with 2-episode arcs.

They could had always made Narutaki not a troll and do something like Paradox Undead more to make the arcs more connected and through that they can probably build stuff up.
